Grinding a few inches down leaves the root plate intact, and on many species that means sprouts coming up around the area for years and a hollow that settles as the wood decays. Going properly below grade is what lets the ground be used again.
Grindings are mostly wood and they will settle substantially as they break down. Backfilling with grindings and topping with topsoil is fine for turf; for a planting bed, taking the grindings away and bringing in soil is the better answer.

Stump Grinding — questions
How deep is a stump ground?
Six to twelve inches below grade for a stump that will be lawn, deeper if you plan to plant or build there. The grindings and the soil are mixed, or the grindings are removed and the hole backfilled with topsoil so sod or seed takes. Roots beyond the stump are left; they rot over a few years.
Can I plant a new tree where a stump was ground?
Not in the same spot for a few years — the old root mass is still in the ground, the grindings rob nitrogen as they rot, and the new tree struggles. Plant a few feet to the side, or have the grindings removed and the area backfilled with soil. Sod and grass are fine on a properly backfilled site.
